Investing in Dubai: the guide to framing your project

The Golden Visa is often presented as an automatic bonus that comes with buying in Dubai. It is a real advantage, but it follows a precise threshold, calculation rules and formalities. And on its own, it does not make you a non-resident for tax purposes in your home country.

Quick answer

  • Threshold: property worth at least AED 2,000,000 (about USD 544,600), as certified by the Dubai Land Department.
  • One or several properties can be added together to reach the threshold.
  • Mortgaged or off-plan property: eligible under conditions, with a letter from the bank if the property is mortgaged.
  • 10-year renewable residence visa, with no minimum stay requirement in the UAE.

1. What the Golden Visa is (and is not)

The Golden Visa is a long-term residence visa — 10 years, renewable — issued by the United Arab Emirates to several profiles: investors, entrepreneurs, talents and outstanding students. For a real estate investor in Dubai, the entry point is the value of the property portfolio held.

The visa gives you the right to reside in the UAE, makes it easier to open a bank account there, gives access to an Emirates ID and lets you sponsor your family. Unlike a standard residence visa, it is not cancelled if you stay outside the country for more than six months.

However, it is neither a nationality nor a tax status. Your tax residency still depends on the rules of your home country (home, main place of stay, centre of economic interests) and on the applicable tax treaty. We cover these points country by country: France, Belgium, Switzerland, Luxembourg, Canada and Senegal.

2. The AED 2 million threshold: how it is calculated

The core condition is simple: the value certified by the Dubai Land Department (DLD) of the properties registered in your name must reach at least AED 2,000,000. At the fixed rate of AED 3.6725 to USD 1, that is about USD 544,600.

  • One or several properties: two apartments worth AED 1.1 million each can reach the threshold together.
  • Joint ownership: if you buy with someone else, your share must reach AED 2 million. A property worth AED 2.5 million held 50/50 qualifies neither co-owner.
  • Value used: what counts is the value recognised by the DLD, not a brochure price or a commercial estimate.

In practice, if your project sits just above the threshold, keep a margin: a lower negotiated price, a lower certified value or a poorly planned ownership split can take you below it.

3. Mortgaged property: what has changed

For a long time, a buyer with a mortgage had to have repaid or paid a significant part of the property before applying. According to the conditions published by Property Finder and relayed by several market players in early 2026, eligibility now rests on the total certified value of the property, not on the amount already repaid. The bank must provide a no-objection certificate (NOC) or a liability letter.

Check this point when you file, as administrative practice evolves. To structure your financing, read our guide to mortgages in Dubai for non-residents.

4. Off-plan purchases: possible, but plan ahead

A property bought off-plan can be taken into account, provided it is registered in your name with the DLD and its certified value reaches the threshold. In practice, the documents required may differ from those for a completed property: if the visa is one of your goals, ask the developer and the DLD Golden Visa service which document will be required for your specific project before signing.

Before booking, also review our method to check an off-plan project: the visa does not make up for a poor choice of developer or area.

5. The process, step by step

  1. Title deed(s) in the applicant's name, reaching AED 2 million of certified value.
  2. Application to the Dubai Land Department's Golden Visa service for property investors, with passport, photo and, if the property is mortgaged, the bank's letter.
  3. Payment of fees: around AED 10,000 for a first application according to Property Finder, excluding the medical test and Emirates ID.
  4. Medical test and biometrics for the Emirates ID, handled through Dubai's residency directorate (GDRFA).
  5. Family sponsorship (spouse, children) through additional applications, under GDRFA conditions.

Amounts and the list of documents change: have your file confirmed at the time of submission, directly with the DLD and the GDRFA.

6. The mistakes I see most often

  • Buying "for the visa" an overpriced or poorly located property. A 10-year visa does not make up for a capital loss or a property that is hard to rent.
  • Forgetting joint ownership: buying a AED 2 million property as a couple does not give each partner a visa.
  • Confusing visa and taxation: living in Europe with a Golden Visa does not remove taxation in your home country.
  • Reasoning without the total budget: 4% DLD registration fee, admin fees, financing, furnishing. See all purchase costs in Dubai.

Before signing, if the Golden Visa is a goal

  • Will the DLD certified value reach AED 2 million in my name?
  • Does my share alone reach the threshold if I buy with someone else?
  • Will my bank issue the required letter for a mortgaged property?
  • For an off-plan property, which document will the DLD require?
  • Is the property still a good investment without the visa?

Frequently asked questions

How much do you need to invest to get a Golden Visa in Dubai?

You need to hold one or more properties whose value, as certified by the Dubai Land Department, reaches at least AED 2 million, or about USD 544,600.

Can you get the Golden Visa with a mortgage?

Yes, under conditions. Eligibility rests on the certified value of the property and the bank must provide a no-objection certificate or a liability letter. Confirm the documents when you file.

Does an off-plan property qualify for the Golden Visa?

It can be taken into account if it is registered in your name with the DLD and its certified value reaches the threshold. Check the documents required for your project before booking.

Does the Golden Visa make me a UAE tax resident?

No. The visa concerns the right to reside. Your tax residency depends on the rules of your country and the applicable tax treaty.

Do I have to live in Dubai to keep my Golden Visa?

No. The Golden Visa is not cancelled if you stay outside the UAE for more than six months, unlike a standard residence visa.
