Investing in Dubai: the guide to framing your project

Economic relations between Senegal and the UAE, business exchanges and the presence of Senegalese people in Dubai make the market familiar to many West African investors.

To invest in Dubai from Senegal, three critical points must be checked: securing the transfer in CFA francs, examining Senegalese tax obligations and distinguishing property ownership from a residence visa.

Quick answer

  • A Senegalese investor can buy in the designated freehold areas of Dubai.
  • The CFA franc to AED transfer must go through an authorised institution, with a contract.
  • The treatment of rent depends on tax residence.
  • A property can support a residence application, but the visa is not automatic.

1. Turn economic proximity into a solid file

Trade links between West Africa and the UAE, regional logistics and the Senegalese diaspora create a practical environment for visiting, doing business and managing an asset. This proximity does not replace checking the developer, the project, the plot and the contract.

Ask for the exact unit reference, the status of the project, the payment account, the full schedule and the transfer conditions. For a completed property, add the service-charge history, an inspection and rents that can actually be observed.

2. Secure the transfer from CFA francs to AED

The CFA franc is pegged to the euro while the AED is pegged to the US dollar. The final cost therefore depends on the EUR/USD rate, the bank's margins and intermediary fees. A long payment schedule must be modelled in CFA francs through to the final instalment.

Transfers abroad fall under WAEMU exchange regulations and the bank's procedures. Prepare the reservation or sale contract, the invoice or payment call, the identity of the beneficiary and documents showing the source of funds. Start the bank compliance process early enough and never use an informal channel to get around a check.

3. Examine Senegalese taxation of foreign income

The absence of local personal tax on rent in Dubai does not on its own determine your situation in Senegal. A Senegalese tax resident must have the scope of their obligations analysed, along with the classification of foreign property income, direct ownership or ownership through a company, and the treatment of a future capital gain.

Any applicable tax treaty, the domestic rules and the mechanisms against double taxation must be checked in their current version. Keep leases, statements, charges, management fees and proof of exchange so that income is calculated on a documented basis.

4. Understand residence linked to investment

Dubai offers several categories of residence linked to property when the property and its value meet the official criteria. The duration, the threshold, the condition of the property, the financed share and the eligible family members can vary with the category and the rules in force at the time.

The visa makes staying, opening certain services and managing on the spot easier. It does not automatically change your tax residence and does not guarantee the profitability of the property. For a West African investor, it is a potential practical advantage to assess after the quality of the asset, not a sufficient reason to buy.

5. Prepare management and exit from Dakar

Choose a manager with a clear mandate: letting, rent collection, maintenance, inventories and reporting. Set rules for authorising expenses and keep a reserve in AED to avoid an urgent transfer at every incident.

Before reserving, compare several units on price per square foot, service charges, prudent rent, future supply and ease of resale. The guide to investing in Dubai details the full method and the pitfalls to avoid.

Checklist

  • Total budget converted into CFA francs
  • Margin for exchange rate and fees
  • Source-of-funds file
  • Official account verified before each transfer
